Amendment 4: General Assembly location

The following is proposed to be added after the current 9.1.

9. General Assembly

  1. The general assembly may be held either in Munich, Germany, or in a location that has been approved of in a previous general assembly.

Justification: There have been questions about whether a GA must be held in Munich or not. This change makes it clear that the GA may occur anywhere, while at the same time ensuring that this option may not be abused.
